Internet cafes charge you because they live on that. They rent PCs and charge you for Internet or to print.

The best is to bring your laptop, with wifi and go to Mc Donald's, Starbucks or to other many places that have free wifi.

You can also use Internet for free at public libraries but you have to subscribe, it's free.

Your school may give you better advice.

See http://www.paris.fr/english/guide-for-foreign-residents/studying-in-paris/how-to-access-the-wi-fi-free-of-charge-in-paris-duplique/rub_8141_stand_109290_port_18788

Public libraries, free acces to computers and Internet

There are many internet cafes in Paris. They work exactly the same as in your country, but many do charge for wi-fi. Same with hotels - Some have fairly high charges. There are quite a few Starbucks with internet - Unless they changed recently they do charge.
References :
I never had a problem finding wifi access on my phone. Even if you can't find an unsecured access point, it takes only a few minutes to hack wifi; so I can't imagine ever being without Internet access in any city.

You'll probably need a local cell phone anyway, so why not get a data plan?
References :
Internet cafes work exactly the same in Paris as they do everywhere else in the world, you pay to use the internet. Yes, most libraries have free internet. You can also buy a dongle, they're fairly cheap and I'm sure every school has an internet connection.
References :
For the menu you could possibly think of the type of food that is popular where you are, you could speak to customers at the barbershop tactfully finding out what they would like. Sandwiches are always good, pies things that remind persons of home comfort food.
To make your business a success plan ahead you already have the location that is great, now think about how you want to renovate the place make it inviting. Decide where you are going to get your supplies, employment who is going to make the food, cash and so forth. Very important as well getting the necessary documents as well all permits, food inspection and so on, funding such as loans. Things like these think about make notes.
With any business expect profit and loss it is important to develop accounts for this to always know where your business stands here is a link that can help you http://www.bookkeepingfromhome.net/importance-profit-loss-account/ . This is a great idea see it through i hope it will be a success.
References :
In the UK there are all sorts of Hygiene regulations concerning the preparation and sale of food.
I don't know where you are but finding out about that may be a good place to start.
References :
I'm conservative and I'd never go to a bar that had a sign like that. I'd be afraid of what they'd do if I didn't pay my tab for a couple of weeks.
References :
Maybe it is because that after spending a trillion dollars and 5000 American lives in Iraq we don't want to see our money go up in smoke.
That bar owner is a little behind in his reading, I would say.
