How hard would it be to obtain a liquor license and open a small bar in Los Angeles?

Also, how much start up money does one need in general to start. Remember, this would just be a small start up bar in a general neighborhood, nothing fancy?

Depends on the neighborhood. If they’ve reached the limit for liquor licenses for the area, then it’s going to be next to impossible. If not, then you just have to apply, go through the waiting period and eventually get approval.

Liquor license applications must be obtained from the State Department of Alcoholic Beverage Control (ABC). The closest branch office to apply for a license is located at 3950 Paramount Boulevard, Suite 250, in the city of Lakewood. The telephone number for the Lakewood office is (562) 982-1337. For additional information or questions specific to obtaining a liquor license, please call (310) 412-6311 or (213) 736-2005. Information is also available on the State’s website.

If you are planning to start a business in the city of Gardena that will serve or sell alcohol, there must be a valid Conditional User Permit in place for the site and the corresponding ABC license type. Contact the Community Development Department at (310) 217-9524 and set up an appointment with a planner to discuss whether there is a valid Conditional Use Permit for your intended activity. The Community Development Office is located in Room 101 at City Hall, 1700 West 162nd Street in Gardena. The conditional use permit application is available on the City’s website.
