looking for a single family home neighborhood with a no pets (especially dogs) policy and noise in Florida?

I’m basically looking for a neighborhood that does not allow pets and has noise restrictions, that has single family properties, in the central florida area (Tampa) Having problems with excessively barking dogs and loud radios in the neighborhood.

I live in fort lauderdale, and basically there are no places quiet. Unless you move out west around Plantation and Sunrise area.
