When living or visiting in this area, keep an eye on family or friends until safe.</p>
<p>Long time North Central residents say crime has been steadily rising in their neighborhood over the years. Residents say, &#8220;Danger is everywhere with no relief.&#8221;</p>
<p>While rising emotions are understandable in North Central, one needs to be rational given the situation of crime in Regina. According to a 2008 report by Statistics Canada and the Canadian Centre for Justice Statistics, Regina leads the nation in overall crime. Regina crime levels stood at 10,998 per 100,000 population. Violent crime levels increased to 1478 per 100,000. Regina&#8217;s crime rate remained the highest per capita among major Canadian cities.</p>
<p>Although national statistics show Regina has the highest crime in Canada, Regina city council doesn&#8217;t believe these statistics. The Mayor continues to minimize the problem of the highest crime rate in Canada. Furthermore, commercial issues remain city councils main focus. Moreover, Regina city council appear to be afraid to deal with public safety issues that effect the people who reside in North Central. .</p>
<p>Although it doesn&#8217;t matter what Regina city hall believes, crime and violence are rising in Regina. Areas of North Central are under the control of gangs. Gangs tags litter every block of North Central. Additionally, more North Central city blocks continue to be controlled by gangs. Finally, residents avoid areas of Regina entirely due to gangs.</p>
<p>As it stands at Regina city hall, city council better start believing crime and gangs are rising in Regina. Present gang statistics show police out-numbered. According to the latest CSIS statistics on gangs, there are 1200 gang members in Regina. Consequently, the Regina city police only have 343 sworn police members. Roughly Regina police are outnumbered four to one.</p>
<p>Whatever the numbers of gangs or police, some things about crime and gangs shouldn&#8217;t be ignored. North Central gangs have been shown to have an arsenal of weapons comparable to a small army. Numerous internet sites such as  YouTube, Myspace, and Bebo show Regina gangs with an arsenal of grenades, AK47s, semi-automatic guns, hand guns, shotguns, bullet proof vests, machetes, knifes, etc.</p>
<p>Even if Regina city council isn&#8217;t aware of the rising gang weapons problem, Regina city hall needs to wake up and become conscious. Regina gangs have found ways around government initiatives to deal with crime. For example, Regina gangs often relocate to another house in North Central if they are evicted under the Safer Communities and Neighborhood Act. Moreover there are enough cash starved landlords in North Central who rent homes to these gangs pooling their money. Consequently governmental initiatives have become largely ineffective at curbing growing crime and gangs in Regina.</p>
<p>While crime and gangs have gotten the jump on Regina city hall, crime and gangs don&#8217;t have the jump on national media bodies. Regina has become infamous in the media. Regina is known to have the &#8220;Worst Neighborhood in Canada.&#8221; Additionally Regina was named  &#8220;The Most Dangerous City&#8221; in 2008. Finally, the federal government commissioned a &#8220;Regina Survival Guide and Map&#8221;for the poor in 2009.</p>

Gotta love the &#8220;fun sized&#8221; neighborhoods, they&#8217;re everywhere. Also, using public transportation in Japan is much smoother and simpler than in the US, and since I&#8217;ve got this awesome one month bus pass for all of the buses in Hirakata city, I can easily go where ever I want with out much wait. And something I forgot to mention in the video&#8211;Japanese buses are WAY more timely, and are basically never late. There goes that excuse, eh? Anywho, hope everything back in the States is going well, and hope you all are having a great semester.<br />

<p>BASTA! (Berkeleyans Against Soaring TAxes!) &#8211; Who Are We?</p>
<p>Neighborhood organizations and residents from all walks of life, across our beloved City who believe that Berkeley can balance its budget without any new taxes. The City of Berkeley collects 3-4 times as much money per resident than our local cities. Berkeleyans continue to pay the highest city and County taxes in the State.</p>
<p>The Mayor and City Council failed to get our message in November 2004 when residents, with the help of the Berkeley Fire Fighters&#8217; Union, nixed the plan to raise taxes in the form of a usurious parcel tax. This is why BASTA! &#8211; Berkeleyans Against Soaring Taxes, has organized a campaign to educate voters, and mobilize once again to freeze our taxes to current levels, and to force the City to cut the fat and manage its budget in a responsible manner.</p>
